<p><P>PROBLEM TO BE SOLVED: To provide a device for cleaning the outer peripheral surface of a rotator which allows easy replacement of a felt as a cleaning member and an oiling member; can be routinely oiled with a lubricant such as an oil or a grease for a long time; is free from an oiling failure due to absentmindedness; and can save a manufacturing cost, and an offset rotary press equipped with this device. <P>SOLUTION: In the device for cleaning the outer peripheral surface of a rotator which does a cleaning work by pressing the cleaning member to the outer peripheral surface of the rotator, a cassette which detachably retains the cleaning member; a guide holder which has the cassette mounted in such a state that the cleaning member is directed, protruding, to the outer peripheral surface and secured with the help of a pressing means; and a fastening means for the guide holder, are provided. In addition, the cassette and the cleaning member can be attached to/detached from, in one piece, the guide holder resisting the pressing means and the pressing means presses the cassette to urge the cleaning member toward the outer peripheral surface.
