PROBLEM TO BE SOLVED: To prevent information from passing to the feigned address of a transmission source. SOLUTION: A ticket issue server issues ticket information. A terminal uses the IP address of the ticket information as transmission source information and transmits a ticket-provided packet to a firewall 40. The IP address verification means 45 of the firewall 40 verifies the IP address of the ticket information based on an authenticator for the ticket information on the packet transmitted from the terminal and address verification key information retained on an address verification key retention means 44. A transmission source information verification means 47 verifies the transmission source information on the packet based on the verification-succeeded IP address.
