PROBLEM TO BE SOLVED: To provide a throttle controller for an internal combustion engine capable of reducing influence exerted on airtight performance when closing a valve fully by dimensional unevenness due to molding contraction. SOLUTION: A valve angle of a throttle valve 1 when closing the valve fully is set to less than 90°for the direction of central axial line of a bore internal pipe 31 of a throttle body 5, and a first outside diameter side end part of a resin-made disc part 13 of the throttle valve 5 is brought into contact with a first seal face of a bore inside diameter face of the bore internal pipe 31 of the throttle body 5 airtightly prior to the resin-made disc part 14. Furthermore, the resin-made disc part 14 of the throttle valve 1 is elastically deformed by utilizing negative pressure (positive pressure generated on the intake upstream side in the case of an engine with a supercharger) generated on the intake downstream side to bring it into contact with a second seal face of the bore inside diameter face of the bore internal pipe 31 of the throttle body 5 airtightly when closing the valve fully.
