PROBLEM TO BE SOLVED: To provide a method by which clean slag the elution of heavy metals from which is inhibited is formed with the minimum energy, in a system for treating slag generated based on waste materials or the like; and to provide an apparatus for preventing the elution of the heavy metals from the slag. SOLUTION: In this method, cooling water used in water-granulating treatment for slag is set to be a circulation system, and after the treatment, suspended substances having prescribed particle diameters and contained in the cooling water are subjected to removing treatment. The removing treatment is performed by using a flocculating means or/and a filtration means.
