PROBLEM TO BE SOLVED: To give no adverse affect to electric wave absorbing performance and to prevent corrosion of an anchor. SOLUTION: The anchor 1 driven into a precast concrete panel and attaching an electric wave absorbing panel 3 and an external facing material 2 is made of a resin. For instance, the anchor 1 comprises an attaching part 1a, an erection part 1b erected at both sides of the attaching part, a locking part 1c extended from the side of the erection part, and an anchor bolt 4 fixed on the attaching part.
