There are provided an information processing device, an information processing system, and a program capable of improving security while maintaining the user-friendliness. The information processing device (10) includes: a magnetic disc (19) for storing identification information such as a file name of a file containing an executable application program and a path, and application control information containing unique information such as a CRC code of the file; and judgment unit (111) used when an application program start request is made, for judging whether to permit start of the application program specified by the start request according to the application control information.
