PROBLEM TO BE SOLVED: To provide a device and a method for monitoring the oxygen concentration state which enables monitoring of an oxygen remaining state in a head space of a container with excellent precision without limiting a product manufacturing speed. SOLUTION: An oxygen concentration state monitoring device 300 is applied to a gas substitution device 120 to expel air in a head space of a container by passing a top-opening container 10 with the content stored through a gas substitution area part 121 in a low oxygen atmospheric environment by allowing gas for substitution to flow in. The device 300 comprises oxygen concentration detection means 310 and 320 to detect the oxygen concentration at one or a plurality of positions of the gas substitution area part, and a monitor output means 340 to perform the predetermined monitor output based on the detected oxygen concentration by the oxygen concentration detection means 310 and 320.
