PROBLEM TO BE SOLVED: To provide a document binding implement which makes it unnecessary to separately form lock rings for a connecting piece and facilitates positioning and fitting at an exact place and moreover which enables binding of a document from both sides of a binding piece and is thus convenient for replacement of the document, and a file using the same. SOLUTION: The document binding implement made of a synthetic resin has one base piece 2 and the other base piece 3 both of which are formed in slender shapes and these base pieces are provided with at least one pair of lock parts 8, 8' in the respective corresponding portions in the direction of the length. The base pieces are fitted to each other separably by a separate piece 5 so that they are parallel with each other and leave a prescribed space in between. The implement has at least one pair of the strip-shaped binding pieces 6 being longer than the length between the lock parts of one base piece and the other which are fitted as stated above, and lock parts which lock respectively with the respective lock parts of one base piece and the other are provided at the respective opposite end parts in the direction of the length of the binding pieces.
