<p><P>PROBLEM TO BE SOLVED: To provide one means of protection for various important subjects while utilizing the present Internet to protect efficiency, economical efficiency, and resource property, by collecting and merging a knowledge value in a country/world level to construct a system defined in direct connection to practical utility depending on subjects. <P>SOLUTION: A protection system is provided with a collection and merging frame in which the knowledge value of the whole of society is collected and merged by the Internet to construct a collection and merging system.
