<p><P>PROBLEM TO BE SOLVED: To prevent the image quality of an image in a still region such as background from being deteriorated. <P>SOLUTION: A high-resolution image storing means stores a decoded image at a high resolution. A decoded image generating means acquires the decoded image on the basis of prediction error signal reproduced, and stores the decoded image in the high-resolution image storing means only when the resolution of the decoded image is high. If the resolution of the decoded image is low, a high-resolution image updating means converts only an encoded block for which encoding is performed into a high resolution while maintaining a non-encoded block in the still region in which no change occurs in the image and encoding is not performed with respect to blocks forming the high-resolution image, and records the converted blocks in the high-resolution image storing means. <P>COPYRIGHT: (C)2005,JPO&NCIPI</p> |
