<P>PROBLEM TO BE SOLVED: To provide card creating system and a method by which a card can be ordered and created by an easy operation. <P>SOLUTION: The card creating system is composed of a card creating server 1, a card creating database 2 and terminals 4 (4<SB>1</SB>to 4<SB>n</SB>) connected through a communication network 3. The card creating server 1 causes the terminal 4 to read a QR code printed on the card and receives it through the communication network 3.
