PROBLEM TO BE SOLVED: To provide a seal base material which prevents easy erase of a once imparted pattern and a manufacturing method of the seal base material, while ensuring simplicity of imparting the pattern. SOLUTION: The seal base material is composed of a transparent cylinder 20 having a bottom, a core body 40 inserted into the cylinder 20, and a pattern-provided sheet body 30 interposed between the outer peripheral surface of the core body 40 and the inner peripheral surface of the cylinder 20. In the manufacturing method of the seal base material, a filler 50 is injected into the transparent cylinder 20 having a bottom in an amount less than the full amount of it. Then, when the core body 40 is inserted into the cylinder 20, the filler 50 is filled along approximately the entire length of the outer peripheral surface of the core body 40.
