PROBLEM TO BE SOLVED: To save spaces while reducing the increase of a load due to the stopper contacts upon a secondary collision, and reinforcing the static strength in a pulling direction. SOLUTION: A telescopic stopper member S comprises support pins 31a, 31b projecting toward both sides, a contact part 32 formed approximately downward from the support pins 31a, 31b, and a thick extension part 33 extending toward in front of a vehicle from the support pins 31a, 31b and formed thick. An opening 35 for inserting the stopper member S is formed on an upper column 2. A pair of approximately triangular and chevron-shaped supporting walls 36a, 36b are formed on a lower column 1. A spring pin 38 is inserted (press fitted) between a pair of the supporting walls 36a, 36b and the stopper member S, and the stopper member S can rotate around the spring pin 38.
