The arrangement (1) has a mechanism with a locking bar (8) for theft protection, two telescopic tube sections (5,6), one joined to a handlebar (3) and one to forks, the outer tube section carrying the theft protection mechanism with the bar that can be displaced between retracted, intermediate and active positions. In the active position the bar operates a device (11,15) for enabling the vehicle's engine to be started.
