<p>The process involves supplying an inverse bitumen emulsion (12) at a first temperature ( q1); supplying bitumen (20) at a second temperature ( q2), and mixing a quantity (Q1) of bitumen emulsion with a quantity (Q2) of bitumen to obtain a bitumen mousse (28) : The inverse emulsion is made by supplying water (32) at a third temperature ( q3) and bitumen at a fourth temperature ( q4) and mixing a quantity (Q3) of water with a quantity (Q4) of bitumen to obtain the bitumen mousse at a fifth temperature ( q5). The mixture is made by supplying water in small quantities and the mixing happens by fragmentation. The mass ratio of water to bitumen is between 25 and 60%. The third, fourth and fifth temperatures are equal and the first and fifth temperatures are equal, being less than or equal to 100[deg]C and preferably between 85-100[deg]C. The second temperature is between 150 and 170[deg]C. The bitumen used to form the inverse emulsion and the bitumen used to form the mousse are of identical composition. The mass ratio of the inverse emulsion to the bitumen is between 5 and 15%. An independent claim is made for an installation to carry out the above process, with a first reservoir (10) containing an inverse emulsion of bitumen, a second reservoir (18) containing bitumen, and means (221, 241, 222, 242) of bringing a quantity of the emulsion and a quantity of the bitumen to a mixer (26). A third reservoir (30) contains water and a fourth reservoir (24) contains bitumen at the fourth temperature and there are means of bringing water and bitumen from the third and fourth reservoirs to the first reservoir. Bitumen from the second reservoir can be supplied to the fourth reservoir. A heat exchanger (40) transfers heat from the fourth reservoir to the third reservoir.
