PROBLEM TO BE SOLVED: To provide a throttle control device for an internal combustion engine capable of restraining a driving motor 2 which is more complete and has high reliability by combining an undercut groove 32 provided with a throttle body 3, a motor engagement hole 34 and a notch portion 35 provided at a metallic plate 4, and an engagement boss 15 integrally provided with a sensor cover 12. SOLUTION: The metallic plate 4 is inserted in the undercut groove 32 after assembling the driving motor 2. Moreover, a first small diameter protruding portion 2a of the driving motor 2 is engaged by engaging the engagement boss 15 provided at the sensor cover 12 with the motor engagement hole 34 of the metallic plate 4 to restrain an illustrated right and left direction (±direction of X axis) in a radius direction of the driving motor 2, an illustrated vertical direction (±direction of Y axis), and one side (one direction of Z axis) in an axial direction of the driving motor 2, thus restraining the illustrated horizontal direction (±direction of X axis) in a surface direction of the metallic plate 4.
