<P>PROBLEM TO BE SOLVED: To obtain a compounding agent for cosmetics, together having excellent fibroblast activating action, high water/moisture retentivity, foam stabilizing action, skin/hair protecting action, and the like, excellent in safety such as low toxicity and low skin irritation, and useful for improving skin-antiaging effect, skin beautifying or hair protection and improvement, and to prepare a cosmetic having a good feeling when using and after used, and exerting skin aging protecting/skin beautifying effect and protection and improvement effect on the hair. <P>SOLUTION: A fibroblast activating agent and a hair treating agent each comprising lactobacillus fermented rice obtained by fermenting rice with a lactobacillus are provided.
