<p><P>PROBLEM TO BE SOLVED: To create a secondary encoded bit stream wherein image quality deterioration is reduced, by performing intra-picture code amount distribution to make image quality uniform when re-encoding a primary encoded bit stream wherein image data prior to compression encoding are not present. <P>SOLUTION: A code amount for each block of a primary encoded bit stream and image complexity, namely encoding difficulty using a quantization factor are calculated (step S15), a target code amount for each block is set according to the encoding difficulty (step S18), and re-encoding is performed (step S21), thereby creating the secondary encoded bit stream having uniform image quality, wherein the influence of code amount control in the primary encoded bit stream is suppressed. <P>COPYRIGHT: (C)2005,JPO&NCIPI</p> |
