PROBLEM TO BE SOLVED: To enable reproduction with smooth movement in a zone of intense movement since it is important to minutely confirm the zone of intense movement of a motion picture in a monitoring camera system or the like. SOLUTION: Frame data or field data of an interlaced motion picture are saved in a data storage part 104. A movement amount estimating part 101 estimates an amount of movement of the interlaced motion picture. A frame editing part 102 interpolates, to an interaced motion picture, a frame where a field on a late side in terms of time in a front frame and a field of an early side in terms of time of a back frame are synthesized between the two continuous frames in a zone where the amount of movement estimated by the movement amount estimating part 101 is larger than a reference.
