PROBLEM TO BE SOLVED: To provide a production method of sandbags capable of aiming at cost-cutting and, at the same time, compactly performing the storage and conveyance of a working member. SOLUTION: A plurality of bag holding cans 2 are arranged at regular intervals in a state to turn opening sections 2a upward, the sandbags 3 are respectively inserted in the bag holding cans 2 in a state to turn throwing inlets 3a upward, opening end sections 3b around the throwing inlets 3a in the sandbags 3 are interlocked by folding back down to the outside by opening end sections 2b around the opening sections 2a in the bag holding cans 2, an input frame 4 is so mounted that the direction of the surfaces of unit plates 4b and 4c becomes the horizontal direction on a plurality of bag holding cans 2 through the sandbags 3 and that throwing holes 4a are located upward of the opening sections 2a of the bag holding cans 2, fill materials 5 are respectively thrown/filled in the sandbags 3 through the throwing holes 4a, and after the input frame 4 has been removed, the throwing inlets 3a of the sandbags 3 are respectively closed to produce a plurality of sandbags 1.
