PROBLEM TO BE SOLVED: To provide a fixing device having a heat generating means arranged on fixing film, which is excellent in the temperature control of the fixing film and secures safety required when abnormality occurs, and to provide an image forming apparatus capable of forming a high-quality image by applying the fixing device. SOLUTION: The fixing device is equipped with at least one temperature detection means for detecting the temperature of the fixing film, at least one temperature detection means for detecting the temperature of the heat generating means and a control means for performing the temperature control of the fixing film by controlling the heat generating means according to the detected temperature by the detection means for detecting the temperature of the fixing film.
