PROBLEM TO BE SOLVED: To provide an inorganic fluorescent substance utilizing a silica-based inorganic porous body, especially emitting low-wavelength fluorescence, and having excellent powder characteristics such as stability and handleability; and to provide a method for producing the fluorescent substance. SOLUTION: The inorganic fluorescent substance includes fine particles of nitrogen-containing zinc oxide in pores of the silica-based inorganic porous body. The fluorescent substance is produced by introducing a zinc ion or a zinc compound into the pores of the silica-based inorganic porous body modified with a silane compound having an amino group, and heating and firing the resultant product.
