There are provided a polymer electrolyte membrane having at least one surface with an average surface roughness Ra' of from 30 nm to 500 nm and a surface area ratio Sr of 1.2 or more in which Sr is defined as S/S<SUB>0 </SUB>with S<SUB>0 </SUB>representing a surface area when the at least one surface is ideally flat and S representing an actual surface area of the at least one surface, and a polymer electrolyte fuel cell comprising the polymer electrolyte membrane. Thereby, a polymer electrolyte fuel cell is provided that improves the efficiency of contact between the polymer electrolyte membrane and the catalyst, efficiently separates hydrogen ions and electrons produced on the catalyst, and provides high output characteristics.
