PROBLEM TO BE SOLVED: To provide a resin composition excellent in electrical property and workability and to provide a process for producing a norbornene polymer in a short time. SOLUTION: The invention relates to the process for producing the norbornene polymer comprising polymerization of the norbornene-based monomer by heating and/or irradiation with microwave. The invention relates to the resin composition comprising the norbornene-based monomer and obtained by carrying out the polymerization of a norbornene-based monomer by heating and/or irradiating with the microwave. The norbornene-based monomer in the prescribed resin composition comprises a thermosetting resin. The heating in the polymerization of the norbornene-based monomer in the prescribed resin composition is performed at a temperature range below the boiling point of the monomer.
