PROBLEM TO BE SOLVED: To provide a dispensing package bag that can be unsealed from two or more directions and is more excellent in the ability to be unsealed easily, a packaging film formation roller capable of forming such a dispensing package bag without increasing the number of the steps for the formation of the bag, and a packaging film formation device. SOLUTION: In the packaging film formation rollers, the first roller 11 has on its peripheral face (roller face) projecting blades 11a that extend parallel to a rotary shaft 13, and the second rollers 12 have on their peripheral faces many minute projecting blades 12a that extend perpendicular to the rotary shaft 13. The rollers are rotated around the rotary shaft 13 while the packaging film 2 is conveyed. Thereby unsealing auxiliary incisions (first incisions 21) are formed in the packaging film 2 in the direction X of the conveyance of the packaging film 2, each incision extending perpendicular to the direction X. Also, unsealing auxiliary incisions (second incisions 22) in the form of broken lines are formed in the packaging film 2 in the direction X of the conveyance of the packaging film 2, each incision extending parallel to the direction X.
