PROBLEM TO BE SOLVED: To provide a technique capable of producing an excellent rheologically modifying effect on slurry containing clay. SOLUTION: A surfactant composition contains a cationic surfactant [hereinafter, referred to as compound (A)], one or more kinds of compounds [hereinafter, referred to as compounds (B)] selected from a group comprising an anionic aromatic compound and a brominated compound, and a cationic polymer (C), wherein the composition is combined so that an aqueous solution given by mixing an aqueous solution S<SB>A</SB>of the compound (A) and an aqueous solution S<SB>B</SB>of the compounds (B) in amounts equal to each other has such a viscosity at 20°C as to be at least twice higher than the viscosity of any of the aqueous solutions (at 20°C) prior to the mixing.
