PROBLEM TO BE SOLVED: To pick up an image with high frame rate using a conventional imaging device (for example, CCD, etc.) and to smoothly display the pick up image with high frame rate. SOLUTION: A controller outputs anαframe of frame rate m from a frame memory as an output video signal S1, outputs anα+1 frame of the frame rate m at supply start time b delayed from supply start time (a) of theαframe by 1/4m as an output video signal S2, outputs anα+2 frame of the frame rate m at supply start time c delayed from the supply start time b of theα+1 frame by 1/4m as an output video signal S3 and outputs anα+3 frame of the frame rate m at supply start time d delayed from the supply start time c of theα+2 frame as an output video signal S4. Time to take for output of each frame becomes 1/m and a period in which the head of each frame is outputted becomes n×m Hz.
