PROBLEM TO BE SOLVED: To suppress usage other than purpose of the telephone number due to the leakage and spreading of the telephone number. SOLUTION: An ad hoc number issuing server 120 issues an ad hoc number on the basis of communication connection condition information indicating a communication connection condition at the time of performing communication connection to a called party IP telephone terminal 320 and call termination telephone number of the terminal 320. When a control apparatus 110 accepts a communication connection request using the ad hoc number, the call termination telephone number is restored and the communication connection condition information is extracted from the ad hoc number. If the communication connection request meets the communication connection condition included in the extracted communication connection condition information, the apparatus 110 instructs a call termination side SIP server 310 forming a network to perform communication connection to the terminal 320.
