<p><P>PROBLEM TO BE SOLVED: To rebuild up an optimum network topology by taking into account the efficiency of an entire network having a topology structure with or without a loop. <P>SOLUTION: An adjacent node information storage section 703 stores connection history information to an adjacent node. When a node apparatus 701 retires from the network, a management control section 705 decides a re-connection destination of the adjacent node apparatus on the basis of the connection history information stored in the adjacent node information storage section 703. For example, the management control section 705 evaluates adjacent node apparatuses in response to, e.g., a connection time, the number of adjacent nodes, and a frequency of message transfer and decides the re-connection destination in evaluation orders.
