PROBLEM TO BE SOLVED: To provide a radio base station apparatus for efficiently performing data transmission and maintaining constant transmission quality, and a transmission data control method in a radio communication system dealing with multi-rate. SOLUTION: The radio base station 10 is provided with a batch control status transmission rate deciding function 1341 for deciding a transmission rate to a radio terminal 20 according to the traffic status among all the subordinate radio terminals 20, and an individual control status transmission rate deciding function 1342 for deciding a transmission rate to the radio terminal 20 according to the communication environment among the radio terminals 20.
