PROBLEM TO BE SOLVED: To provide an emergency handling system that shortens the time before an ambulance arrives at a site and treatment is started by quickly and appropriately selecting a fire station and a hospital, and notifies an appropriate first aid method to a person on the site. SOLUTION: An emergency information management center 40 registers and manages position information and availability information about each fire station 50 and each hospital 60 as a fire station database 431 and an emergency hospital database 432. When a portable terminal 10 calls a special number for critical care, position information detected by a GPS device 13 is automatically sent to the emergency information management center. The emergency information management center searches each database with the received position information as the key to select the fire station nearest to the terminal that can dispatch an ambulance and the emergency hospital nearest to the terminal that can accept a patient. The portable terminal also automatically sends image information showing the status of an emergency patient by a camera part 14 to a first aid handling center 30, and receives information showing a first aid method determined from the image information to display it on a display device 12.
