PROBLEM TO BE SOLVED: To increase the washing performance by using a foamed washing fluid of a high concentration, and at the same time, to efficiently form the foamed washing fluid of the high concentration with a simple constitution, and also, to eliminate vibrations and noises when the washing fluid of the high concentration is formed and infiltrated in laundry, and to perform a safe operation in a washing machine which performs washing, rising and spin-drying in the rotating drum. SOLUTION: This washing machine is constituted in such a manner that the side wall of a water draining groove is formed crosswise in the rotating direction of the rotating drum at the lower section of the internal surface of a water receiving tub, and water is fed by a water feeding valve 12 into the water receiving tub, and the driving of a motor 5 may be controlled by controlling an inverter 23 by a controlling means 16. The controlling means 16 makes the washing machine perform a water feeding process wherein water is fed to a specified water level, a cloth balancing process wherein laundry is made to adhere to the inside of the rotating drum by raising the rotating drum to a first specified rotational frequency, a cloth balance judging process wherein a cloth balance state is judged at the approximate first specified rotational frequency, and a preliminary washing process wherein the rotating drum is raised to a second predetermined rotational frequency and is kept there for a predetermined period of time in order.
