<P>PROBLEM TO BE SOLVED: To provide a developing device which does not cause image faults such non-uniform image and image fog and has a longer life. <P>SOLUTION: Pressing members 16 by which a layer thickness regulation member 14 for regulating the layer thickness of developer on a developing roller 13 is pressed towards the developing roller 13 are disposed on the housing of the developing device 10. During an image non-formation period when image formation does not take place, cam members 18 press extending parts 14a at both ends of the layer thickness regulation member 14 against the pressing forces of the pressing members 16. Thereby the layer thickness regulation member 14 is moved apart from the developing roller 13. Consequently, a layer thickness regulation gap is increased, and agglomerated toner 12 in the layer thickness regulating member 14, which stays on the upstream side of the developing roller 13, moves as the developing roller 13 rotates.
