<p><P>PROBLEM TO BE SOLVED: To provide a shoulder adjuster device and its manufacturing method capable of securing the safety of an occupant without hindering a side air bag installed inside an automobile from starting normally. <P>SOLUTION: The shoulder adjuster device to adjust the webbing length by changing the fixing position of a through anchor in accordance with the physical shape of an occupant is equipped with an adjustment base fixed to the body frame, a slider where the adjustment base is mounted slidably, and the through anchor joined with the slider rigidly and holding the middle part of the webbing, wherein the slider is furnished with a slide base engaged with the adjustment base slidably, a garnish fixed rigidly to the slide base and constituting the body of the slider, a latch mechanism to fix the slider upon adjusting the height, and a button part to operate adjustment of the fixed position of the slider.
