<p><P>PROBLEM TO BE SOLVED: To provide a heat insulating device reducing the weight of the whole body, reducing the cost, providing a high heat insulating performance and having the blood flow improving and fatigue recovering effects by a magnetic therapy effect. <P>SOLUTION: This heat insulating device to be equipped in clothes or bedding is provided with a power supply 10, a heating wire 20 connected to the power supply 10, a controller 22 setting the temperature of the heating wire 20, a sheet base material 30 retaining the heating wire 20 and the controller 22, and a permanent magnet 40 detachably installed on the sheet base material. The power supply 10 is a charging dry battery 11. The sheet base material 30 is preferably provided with a hook 13 for turning on/off the power supply or embedded with fine "Bincho" charcoal particles formed by pulverizing the "Bincho" charcoal, into fibers.
