<p><P>PROBLEM TO BE SOLVED: To provide a soil cleaning agent having high cleaning activity in the cleaning of soil or ground water polluted with an organohalogen compound and reduced in the elution amount of fluoride ions. <P>SOLUTION: This soil cleaning agent is used for cleaning soil or ground water polluted with the organohalogen compound and contains an iron powder and/or an iron oxide powder. The contents of cadomium, lead and arsenic of the iron powder and/or the iron oxide powder are respectively 150 mg/kg or below, the content of hexavalent chromium is 250 mg/km, the content of mercury is 15 mg/kg or below and the contents of fluorine and boron are 4,000 mg/kg or below. The iron powder and/or the iron oxide powder comprises particles containing 5-100 wt.% of iron, 0-95 wt.% of wustite (FeO) and 0-95 wt.% of magnetite (Fe<SB>3</SB>O<SB>4</SB>).
