<p><P>PROBLEM TO BE SOLVED: To provide a barrier exterior material for a thermal insulation panel which has heat resistance and high barrier performance and is small in thermal conductivity, excellent in thermal insulation effect, and high in practicality and the thermal insulation panel using the exterior material. <P>SOLUTION: In a ceramic vapor deposition film, at least a thin vapor deposition film layer of a metal oxide, a gas-barrier coating layer, and a thin vapor deposition film layer of a metal oxide are laminated in turn on one side of a plastic film substrate having heat resistance. In the barrier exterior material for the thermal insulation panel, at least two ceramic vapor deposition films are laminated.
