PROBLEM TO BE SOLVED: To provide a foamed member without forming sooty smoke on burning and having a low combustion calorie, and a method for producing the same. SOLUTION: This foamed member 1 is produced from 20-40 wt.% polyolefin-based synthetic resin, 40-60 wt.% paper powder having 30-100μm range mean particle diameter, 20-30 wt.% hydrophilic synthetic polymer having 5-150μm range mean particle diameter and water used for being mixed with a high temperature molten material obtained by mixing the synthetic resin, paper powder and synthetic polymer under heating. The paper powder is crushed pulp consisting mainly of cellulose obtained by crushing at least one of broad leaf tree pulp and conifer tree pulp. The synthetic polymer is at least one of a polyvinyl alcohol, an acrylic acid salt and a maleic acid salt. In the foamed member 1, the weight ratio of water to the molten material is 10-30 wt.% range, the water vaporizes in the molten material and expands the molten material by 20-40 folds based on its unit volume while forming many bubbles 2 in the inside of the molten material and the synthetic polymer forms a film 3 for covering the bubbles 2.
