PROBLEM TO BE SOLVED: To provide a composite-layered resin fiberboard having high feed properties in a mat state while holding strength with respect to a moist/cold heat change equal to that of a conventional technique. SOLUTION: The whole of a laminated mat 1, wherein an intermediate layer 1B is constituted of slice pieces spray-coated with a thermosetting resin and a surface layer 1A is constituted so as to hold the intermediate layer 1B between mixed mats comprising thermoplastic resin fibers and natural fibers, is pressed while softening the surface layer 1A in a preforming process to mold a pre-board 2. The whole of the pre-board 2 is pressed while again softening a surface layer 2A and curing an intermediate layer 2B in a main molding process to manufacture the composite-layered resin fiberboard.
