PROBLEM TO BE SOLVED: To provide a method and apparatus for electrochemically preventing organisms, scales, or the like from being deposited on an offshore structure, ship, piping or waterway for water transportation, drain port, water storage tank, heat exchanger, or screen of sea water intake or the like by controlling the amount of microorganism and organic matter in the water, and for electrochemically controlling water by controlling the amount of microorganism and organic matter contained in the water. SOLUTION: The method and apparatus for electrochemically controlling water comprises at least two or more conductive base materials, a counter electrode, and a power source installed at the counter electrode so as to be energizable. In the method and apparatus, a voltage is applied to at least one or more non-elution type conductive base material by the power source to cause an electrochemical reaction on the surface of the non-elution type conductive base material, and/or a voltage is applied to the one or more elution type conductive base material by the power source to elute the elution type conductive base material, thereby controlling the amount of microorganism and organic matter in the water.
