PROBLEM TO BE SOLVED: To obtain a water-and-oil repellent containing a specific copolymer by dispersing the copolymer in water in the presence of an emulsifier having no endocrine disruptive activity into an aqueous dispersion. SOLUTION: The water-and-oil repellent is obtained by dispersing the copolymer as the water-and-oil repelling component in water in the presence of (e) a polyoxyethylene polycyclic phenyl ether-based emulsifier into the aqueous dispersion. In this repellent, the copolymer comprises (a) a≥4C polyfluoroalkyl group-bearing polymerizable monomer, (b) benzyl methacrylate or benzyl acrylate and (c) a polymerizable nonfluoromonomer whose homopolymer has a glass transition temperature of 0°C or lower ( and (d) a crosslinkable group-bearing polymerizable monomer ) as constituent units.
