PROBLEM TO BE SOLVED: To solve the problem that, when seawater or fresh water passes through particularly very narrow passages between electrodes where the electrode constitution of an electrochemical stain prevention method is established, the prevention of the sticking of organisms is made impossible by the unevenness in the distribution of electric current made to flow from the counter electrode into the surface of the working electrode through the seawater or fresh water and the unevenness in the distribution of a potential difference between the seawater or fresh water and the surface of the working electrode. SOLUTION: The electrochemical members are composed of conductive members each arranged at a position where it is not electrically short-circuited with a counter electrode, and used for electrochemically controlling organisms or the sticking of organisms by being energized with the counter electrode at least by a direct current power source. The conductive member is composed of a conductive base material, and further, regarding the electrical resistance value to electric current going from the conductive base material to the surface of the conductive member, it is made lower in the part which is far from the counter electrode than that in the part which is close to the counter electrode.
