PROBLEM TO BE SOLVED: To provide a purifying method and device surely purifying air and liquid passing at a high speed. SOLUTION: This purifying method impresses a high voltage with distorted pulse waveform between electrodes filled with pellets, generates plasma in adjacent air or liquid and purifies it in its discharge area.
