PROBLEM TO BE SOLVED: To extract image data on a scene with a moving subject or background from a plurality of image data continuous in time series, and generate panning image data from the image data. SOLUTION: An image selection part 142 sequentially selects two continuous image data from video image data. A block division part 143 divides a reference image into a plurality of blocks. A movement detection part 144 detects a movement of the reference image from the target image in every block to determine whether the block has a movement or not accordingly, and detects an average movement or the like of the reference image from the target image. If the average movement is equal to or larger than a movement range value, an image extraction part 145 extracts the selected image data as image data on a scene with a moving subject or background.
