PROBLEM TO BE SOLVED: To provide a method for easily managing running speed of a vehicle at a low cost. SOLUTION: This method manages the running speed of a vehicle 1 by an in-vehicle ETC unit 30 mounted on the vehicle 1. The in-vehicle ETC unit 30 operates a step for distinguishing the passage through a first gate 12 prepared on a prescribed road and detecting passage time when the first gate 12 is passed through, a step for distinguishing the passage through a second gate 14 prepared on a prescribed road and detecting passage time when the second gate 14 is passed through, and a step for calculating average speed of the vehicle from distance between the first gate 12 and the second gate 14 and time difference between the each passage time of the first gate 12 and the second gate 14.
