PROBLEM TO BE SOLVED: To provide a method allowing measurement in a short time easy to be executed compared with conventional one, in the method of measuring a concentration of a substance in a solution, based on a freeing reaction. SOLUTION: A rotational fluorescent material is added to measure the concentration of the substance for promoting freezing, so as to measure a change of a fluorescent intensity in accompaniment to the progress of the freezing. The concentration is calculated using the fact that the fluorescent intensity is varied greatly in accompaniment to the higher concentration of the freezing promoting substance. The present invention is able to be used for measuring a concentration of a substance for inhibiting the freezing, when the concentration of the freezing promoting substance is known.
