PROBLEM TO BE SOLVED: To provide a water cut-off agent composition for preventing water leakage of a civil engineering and construction structure while preventing occurrence of a new space by packing it into spaces artificially provided, e.g. joint or residual space after digging or naturally formed spaces, e.g. outflow of soil and sand around the structure or displacement caused by loosening of natural ground in relation with a water cut-off agent for preventing water leakage of the civil engineering and construction structure. SOLUTION: The water cut-off agent comprises a composition obtained by mixing a (meth)acrylic acid polyvalent metal salt with mineral powder having a tunnel structure in the crystal structure and having≤75μm particle diameter and a polymerization catalyst.
