PROBLEM TO BE SOLVED: To provide technology for reducing and encoding a source image while taking into account frequency characteristics of the source image.

SOLUTION: An edge enhancement processing unit 104 enhances the edge of a reduced image B in accordance with the number of significant factors in a first group of transform factors for each pixel block in the source image A, and a DCT factor determining unit 108 finds a magnification power to be assigned to a transform factor included in a second group of transform factors on the basis of the number of significant factors for each pixel block included in a set of pixel blocks in the source image A corresponding to the second group of transform factors, and uses the assigned magnification power to control the value of each transform factor in the second group of transform factors.
