PROBLEM TO BE SOLVED: To provide a transmission apparatus and a program whereby a transmission efficiency of data is not deteriorated by properly suppressing occurrence of re-transmission time-out when it is estimated that congestion of a communication network mediating the communication between the transmission apparatus and a receiving apparatus is not heavy. SOLUTION: When a transmission apparatus for continuously transmitting data blocks of the predetermined number receives a re-transmission request denoting a request of the re-transmission of the data blocks having been transmitted and when the number of reception times of the requests reaches a prescribed threshold, the transmission apparatus starts counting a prescribed time. When the transmission apparatus does not receive a communication message denoting the reception of the data blocks until the prescribed time elapses, the transmission apparatus re-transmits the data blocks while the transmission apparatus decreases the number of data blocks to be continuously transmitted.
