PROBLEM TO BE SOLVED: To provide an activator for hydraulic transfer which makes it possible to manufacture a hydraulic transfer medium free from color irregularities, a disorderly pattern and creases, in transferring a hydraulic transfer film consisting of a support film formed of a water-soluble or water-swelling resin and a hydrophobic decorative layer soluble in an organic solvent and a curable resin layer with a thickness of not more than 30μm, formed on the support film as a subject to be solved. SOLUTION: The activator for hydraulic transfer shows leveling properties which spread over a transfer layer for the hydraulic transfer film; permeability into the transfer layer; the solubility/swelling properties of the curable resin layer which dissolves or swells the curable resin layer; and the solubility/swelling properties of the decorative layer which dissolves or swells the decorative layer.
